  TEQIP-Overview             

         The Technical Education Quality Improvement Programme of Government of India (TEQIP) has been conceived in pursuance of the NPE-1986 (as revised in 1992). The Programme aims to upscale and support ongoing efforts of GOI to improve quality of technical education and enhance existing capacities of the institutions to become dynamic, demand-driven, quality conscious, efficient and forward looking, responsive to rapid economic and technological developments occurring both at national and international levels.  The broad objectives of the Programme are to create an environment in which engineering institutions selected under the Programme can achieve their own set targets for excellence and sustain the same with autonomy and accountability, support development plans including synergistic networking and services to community and economy for achieving higher standards, and to improve efficiency and effectiveness of the technical education management system. The effort would provide a flexible platform to well performing institutions to acquire excellence in specialised areas and emerge as world-class institutions. The Programme will be implemented as a centrally coordinated, multi-state, long-term Programme in overlapping phases. Under each phase, there will be 2 to 3 cycles of selection of well performing institutions in a competitive manner. The Programme Components are:

 

Component-I: Institutional Development (funded on competitive basis) will undertake

  • promotion of academic excellence in institutions

  • networking for quality enhancement and resource sharing

  • services to community and economy ;

Component -II: Systemic Management Capacity Improvement (funded on investment proposals).

         The estimated cost of the First Phase of the Programme is Rs 1550 crores which includes Rs 350 crores in the Central sector. The centrally funded institutions will get funds through Central budget and States funded institutions through their respective States budgets. During the First Phase of the Programme about 17-20 well performing Engineering institutions will be developed as centers of excellence called Lead Institutions. Each Lead institution will network with 3-5 Engineering institutions called Network Institutions, located preferably in the neighbourhood.

 

GBPEC-Pauri                  

          

         GBPEC, Pauri has been identified by NPIU (National Project Implementation Unit, EdCIL, Noida) as one of the Network Institute participating in the programme. G. B. Pant University of Agriculture & Technology, Pantnagar has been identified as the Lead Institute of the region.


           GBPEC Pauri has submitted composite proposal for Rs. 675 lacs to NPIU in Dec 2004.
This proposal mainly includes one new M.Tech program, 8 new labs, 24 labs/workshop sections to be modernized, facilities up gradation and improvement of teaching/learning processes, Faculty & Staff development, Community development Programme, Tribal development Programme, Networking Programme with Lead and other Network Institutes.

The proposal for Rs. 675 Lacs includes:

(a) Promotion of Academic Excellence    : Rs.  629 Lacs

(b) Networking                                   : Rs.   24 Lacs

(c) Services to Community & Economy   : Rs.   22 Lacs

Services to Community & Economy             

Services to be Rendered to the Community:

  • Undertaking assessment of the technological needs of the community around the institution in Ghurdauri, Jamlakhal, Khandusaend, Sabdarkhal and nearby villages.

  • Getting a validation from the community for the identified needs which can be fulfilled by the institution within the ambit of technology and expertise available within the institution.

  • Periodic monitoring and assessment of services provided to community

  • Continuing education for community/ informal sector that may lead to wage-employment/self-employment and income generation. The areas identified are lathe machine training, tool design and manufacturing, carpentry, welding, PCB, electronic and electrical equipment repair and maintenance, electrical fitting etc

  • Conducting short term programs for the development of management capacity in the informal sector

  • Infusion of useful technologies to enhance productivity of informal sector/community, and for a better quality of life. Areas identified are solar energy based home equipments, solar lights, solar power supplies, pollution control etc.

  • Providing technical support services, advice and guidance to the community as and when required.

  • The college has a mechanism for giving special marks out of a total 50 marks every semester for general proficiency. The continuous evaluation system will be developed to acknowledge the community services done by students and marks will be given according to their individual contribution every semester.

  • The faculty and staff would be given special incentives and recognition for community services. The Heads of the department in consultation with the Principal would ensure the participation of all faculty, staff and student members for community services.

Services to be extended to the unorganized labour force

  • Technology support services within the capability of the institution.

  • Organizing Skill Development courses

  • Developing management capacity in the unorganized sector through short term programs and visits

Services to be extended to the organized labour force

  • Continuing education programmes/ short term programmes for industry personnel.

  • Problem solving projects on industrial products, services and processes.

  • Designing training software for industry.

Activities Proposed:

  • Reservation of seats for SC/ST is already implemented as per official reservation policy of the state.

  • Book Bank Facility will be significantly increased with large number of text and reference books.

  • Special coaching for entrance tests.

  • Orientation to the institution.

  • Guidance and counseling.

  • Hostel facilities already exist for all SC/ST students.

  • Remedial teaching.

  • Self-learning packages.

  • Grievance redressal.

  • Language improvement coaching facilities including setting up of language lab.

  • Special awareness drive for increasing SC/ST women participation by special coaching and remedial teaching.
